The parties' motion only provides that the parties have resolved all claims arising out of the allegations in the Complaint and have agreed to the proposed Consent Judgment. "Before entering a consent decree the judge must satisfy himself that the decree is consistent with the Constitution and laws, does not undermine the rightful interests of third parties, and is an appropriate commitment of the court's limited resources."
